Immigration and provincial services

• 1. Should Alberta seek more control over immigration—reducing immigration levels, prioritizing economic immigrants and giving Albertans first access to new jobs?

• 2. Should provincially funded healthcare, education and social services be limited to Canadian citizens, permanent residents and people with an Alberta-approved immigration status?

• 3. Should people with temporary immigration status have to live in Alberta for 12 months before receiving provincially funded social-support programs?

• 4. Should people with temporary immigration status pay a fee or premium for healthcare and education used by them and their families?

• 5. Should voters have to provide proof of Canadian citizenship when voting in an Alberta provincial election?

Changes to the Canadian Constitution

• 6. Should provincial governments—not the federal government—select judges for Alberta’s Court of King’s Bench and Court of Appeal?

• 7. Should Canada abolish the unelected Senate?

• 8. Should provinces be allowed to opt out of certain federal programs while keeping their share of the federal funding?

• 9. When federal and provincial laws conflict in provincial or shared areas of responsibility, should provincial law take priority?

Alberta and Canada

• 10. Voters will choose between:

  • Alberta remaining a province of Canada; or

  • Alberta beginning the legal process required to hold a later, binding referendum on separation.

Question 10 is not a direct vote to leave Canada. Questions 1–5 and 10 are non-binding. Questions 6–9 would require constitutional negotiations—Alberta could not make those changes alone.
